The tournament will be played at Bowlers’ Club, Level 2 99 York Street Sydney – the Red Cross on this map:

Parking will be available for $25 a day on weekdays following validation at the office adjacent to the playing area.  Saturday and Sunday the car park is closed but there are plenty of four hour meters around the venue.

Please note that system regulations for this event will mirror those adopted at WBF events. These will include regulations that prohibit the use of both HUM systems and ‘Brown Sticker’ conventions. Brown Sticker Conventions are defined as follows:

 

Any opening bid of two clubs through three spades that:

 

·       could be weak (may by agreement be made with values below average strength)

AND

·       does not promise at least four cards in a known suit.

 

EXCEPTION: The bid always shows at least four cards in a known suit if it is weak. If the bid does not show a known four card suit it must show a hand a king or more over average

strength. (Explanation: Where all the weak meanings show at least four cards in one known suit, and the strong meanings show a hand with a king or more above average strength, it is not a Brown Sticker Convention.)

 

EXCEPTION: A two level opening bid in a minor showing a weak two in either major, whether with or without the option of strong hand types, as described in the WBF Conventions Booklet. Defensive measures are permitted for opponents as in 6 below.

 

An overcall of a natural opening bid of one of a suit that does not promise at least four cards in a known suit.

 

EXCEPTION: A natural overcall in no trumps.

 

EXCEPTION: any cue bid suit that shows a strong hand.

 

EXCEPTION: a jump cue bid in opponent’s known suit that asks partner to bid 3NT with a stopper in that suit.

 

Any 'weak' two-suited bids at the two or three level that may by agreement be made with three cards or fewer in one of the suits.

 

Psychic bids protected by system or required by system.

 

None of the foregoing restrictions pertain to conventional defences against forcing, artificial opening bids or defences against ‘Brown Sticker’ or HUM conventions.

 

Regulations will be considered to be in draft format until Friday 10th April 2009 so please consider downloading a final copy after that date.

 

We urge you to review these regulations and provide any comments or criticisms as soon as possible. The ABF has a policy of pre-publishing regulations for playoff events to allow player comments and provide an opportunity for comments and adjustments to be made as a result of proper commentary by the players. Please avail yourself of this opportunity.


Eligibility and Nominations Return to Top of Document

 

Players are eligible to enter the Seniors Playoffs provided their year of birth is 1950 or earlier.

 

Each player as part of a nominating pair (in turn as part of a nominating team) must:

·       possess 1 PQP earned in the same unit (pair or team) AS WELL AS

·       possess 15 PQPs earned in Senior events during 2008

 

To be valid an entry must comprise six players designated as three pairs. Designated pairs are not obliged to participate in the playoffs as a pair but PQPs will be calculated based on the designated pairs entering.

 

Acceptances will be based on the eligible Playoff Qualifying Points (PQPs) of each nominating pair being the total PQPs, discounted by 50% for PQPs not earned in the same unit (pair or team) for each pair entered.

Players must enter as pairs through the ABF website ONLY.


Nominations are called for 5 teams and close on Wednesday 1st April 2009 at 5pm (EDT). Pairs entering will be ranked in eligible PQP order and acceptances will be published after the closing date and will be subject to confirmation of the number of Eligible PQPs claimed.


An additional team will be qualified through the event known as the Seniors Last Train held in Canberra in January 2009. Please note:

·       the team formed as a result of the last train will be deemed to be the 6th team accepted

·       there is no pre-qualification other than age for the Seniors Last Train, i.e. there is no PQP requirement for entrants via the Last Train

·       entry fee of $260 into the Seniors Playoffs will also be payable by the Last Train pairs.


Entry Fees and Subsidies Return to Top of Document

The entry fee of $260 per player or $1,560 per team will be payable at the venue prior to the commencement of play.

Pairs will be liable for the entry fee immediately upon acceptance of their nomination regardless of whether they actually compete and notwithstanding that it is payable on the first day.

The first named player will be responsible for payment of the pairs entry fee prior to the commencement of the first session. i.e. the convenor will not collect individual players entry fees.

All players will be entitled to a subsidy based on their city of residence. This year, and not to be taken as a precedent, wildcard entries WILL be entitled to subsidies.

 

The timing of payment of subsidies will be dependent on the availability of cash to pay such subsidies. The ABF policy for subsidies is that all players outside Sydney will receive a subsidy. Team captains are responsible for paying the entry fees less subsidies before commencement of the event.

Designated Events Return to Top of Document

As part of the entry each team will nominate their eligibility for either or both of the Designated events as follows in an order of priority.

·       Seniors Cup to be held in Săo Paulo, Brazil from the 28th August to 12th September 2009.

·       Pacific Asia Bridge Federation Zone 6 Championship to be held in Macau from 18th to 28th June 2009.
Be aware that these dates conflict with the Open European Championships.

The team electing to compete in the Seniors Cup 2009 may be required to represent Australia in a Zone 7 playoff to be held in Macau following the PABF Championships, i.e 3 or 4 days from 28th June 2009. At this time Zone 7 has two berths in the Seniors Cup in Saő Paulo. A Zonal playoff may be held elsewhere if only two members of Zone 7 indicates a preparedness to send a Seniors team to Saő Paulo.

Please note the following statement by the ABF.

Playoff Adjustments

The dates for the 2009 PABF event (7 June -17 June 2009) have been changed (to 18 June – 28 June 2009). This occurred after the teams who had nominated for the Australian Playoffs had arranged their annual calendars to allow them to be in Macau on the previously announced dates.  At least some of the players involved are now unable to make themselves available for the event and/or to compete for the Zone 7 Championship at the end of the PABF.

In these circumstances the ABF Management Committee has decided that for this year only:

1.    All teams competing in the playoffs will be asked to subscribe to a declaration before the Playoff commences. In this team declaration, the team is to indicate the designated event in which they desire to play. This declaration replaces the clause in the individual declaration as to designated event.

2.    Teams may replace players for the designated event by substituting any player who has qualified for the respective Playoff panel without the requirement for that player to have won PQPs with any other member of the team.

3.    The intention to replace players for the designated event must be stated in the Team declaration. The names of the replacements must be provided with the Formal Acceptance of the right to represent.

Zone 7 Championship

In the event that there are no more than two teams in a division, the teams representing Australia in the PABF will play in the Zone 7 Championship in Macau but the team selected via the Australian playoff will represent Australia at the world event.

4.    In the event that there are more than two teams in a division, the ABF will attempt to organise a playoff for Zone 7 to be held in Australia on a mutually acceptable date.

5.    To facilitate this playoff the ABF will offer to provide financial assistance with the traveling costs for all participants including those from the other Zone 7 nations. 

6.    The ABF will make an announcement about the success of this attempt as soon as possible.

7.    In the event that this attempt to rearrange the Zone 7 Championship is unsuccessful, a team which qualifies but has difficulty with the timing of the playoff :

                                               i.     may put in substitutes for one or 2 players (not subject to conditions in clause 2; such substitutes do not acquire rights in relation to the world championship);  OR

                                              ii.     may play as a team of 4 or 5 for this event, but not for the World Championship; OR

                                            iii.     may elect to have the Australian PABF team represent Australia in the Zone 7 Championship while retaining the right to play in the World Championship.

In addition the ABF advises that two or three additional Senior Teams will be eligible to enter the Seniors PABF. A subsidy of the entry fees only will be met by the ABF, however all travelling and accommodation costs will be borne by the players. The teams must be known as Captain first from Australia, whilst the official Australian team will be known as 'Australia, then if necessary the Captain. Preference in order will be given to players participating in the Senior playoffs, then to players with playoff points, then to any players wishing to go. Teams wishing to fill the additional places should advise the ABF no later than Friday 1st May 2009  and acceptances will be announced as soon as possible thereafter. Selection of additional teams will be at the sole discretion of the ABF.

The regulations contain detailed explanation of the format but in summary:

·       The 2009 Australian Seniors Team Playoffs will be played as a team format.

·       There will be three stages.

-       Stage 1 will comprise ten 16-board double round robin matches commencing Thursday 16th April

-       Stage 2 will be a 64 board semi final played in 16 board stanzas to be played on Sunday 19th April

-       Stage 3 will be a 64 board final played in 16 board stanzas to be played on Monday 20th April.
